Approving Natural Gas Stoves in All-Electric Homes Amid Environmental Concerns

On Wednesday, October 8, Santa Clara’s Planning Commission approved the installation of natural gas stoves in all-electric homes at 1957 Pruneridge Avenue. This decision comes amid growing market demand for gas appliances and environmental concerns about greenhouse gas emissions.

Commissioner Nancy A. Biagini expressed support for allowing gas stoves but questioned the market shift away from electric devices, saying, “I’m impressed with the amount of work, especially considering the collaboration that’s gone into this.” The applicant, Matthew Shaw, explained why they are proposing natural gas now, noting it is a trend in the market. However, Commissioner Biagini raised questions about how to offset emissions from additional greenhouse gases.

The motion was made by Commissioner Priya Cherukuri and seconded by Commissioner Nancy A. Biagini, with all present council members voting in favor of the staff recommendation. The Planning Commission approved the amended plan with a mitigated negative declaration (MND) and mitigation monitoring reporting program to ensure the project remains environmentally sustainable.

Vision for Santa Clara Station Area Specific Plan

The Planning Commission also held a study session on the vision for the Santa Clara Station Area Specific Plan, focusing on mobility, place-making, and economic vitality. The plan aims to create a vibrant transit-oriented district leveraging regional transit to build a walkable community grounded in equity.

Commissioner Biagini raised concerns about traffic patterns and access to Coleman Avenue, noting that “I’m impressed with the amount of work, especially considering the collaboration that’s gone into this.” Staff responded by addressing specific questions from council members regarding traffic modeling and pedestrian/bike lanes. The plan will be presented for discussion at a future city council meeting where it may go through formal adoption hearings.

Mayor Yashraj Bhatnagar highlighted the importance of community outreach, saying, “We are seeking early input and feedback as we take you through the process.” Commissioner Biagini appreciated the design inspiration from Barcelona but suggested more architectural elements that evoke a sense of destination. The plan emphasizes sustainability, resilience, and economic vitality with a mix of residential, commercial, and public spaces.

Next Steps

The city will continue to refine this vision based on community feedback gathered during the study session. Staff will prepare a report summarizing the feedback for formal adoption hearings by the end of next year.
